My grandson has been awarded the Pep scholarship. He's 5 and has never attended school. Will there be a time/age that he has to send a notification of withdrawal to public school district or is he fine just to continue on while he's receiving Pep?

Not entirely sure that I fully understand what you're asking. So, let me try it this way.
Possibility 1 - If he is 5, never attended school and does not intend to attend public school, then applying for PEP and being awarded is all that is CURRENTLY required as PEP IS YOUR ENROLLMENT per statute 1002.01.
Possibility 2 - If he's 5, never attended school and you enrolled him in public school, but changed your mind, then you would need to notify the county that you are withdrawing from public school and state Awarded PEP as your reason. They will then place a withdrawal code on his record to track that he is not truant, he's in PEP.
